Union legislation on a system of mandatory surveys for the safe operation of regular ro-ro passenger ship and high-speed passenger craft services dates from 1999. That legislation needed to be updated in order to take into account progress in the implementation of the port state control regime under Directive 2009/16/EC and the experience gained in the application of the Paris MoU. The evaluation found a certain degree of overlap and duplication with flag state investigations and port state control inspections. The amended Directive aims at reducing the number of surveys. At the same time, this Directive abandons the concept of the host state.
