If significant changes have occurred in the port, or in the operation of the port reception facilities established in the port, the port authority, without prejudice to this paragraph, determines an updated port waste plan as soon as possible.
Section 3.4 of the General Administrative Law Act is applicable to the preparation of the port waste plan.
